The newly formed Korea Football Association (KFA) Election Steering Committee is stepping up preparations for the election by removing the controversy raised.
The 55th KFA presidential election, which was canceled twice, will take place on Saturday. The election management committee held its second meeting on Tuesday and finalized the detailed schedule. Voting has been decided to take place at the Seoul Shinmun-ro Football Center as it was before.
The list of electors will be drawn on the 11th, when the third steering committee will be held. The drawing will be conducted by an outside company, and for fairness, candidates' agents and neutral observers will be present at the drawing site. The list will be viewed and challenged for three days from the 12th to the 14th, and the election management committee will confirm the list of electors on the 15th. Then, a full-fledged election campaign will take place.
At the first meeting on Thursday, the commission decided to maintain the status of Chung Mong-kyu, chairman of the KFA, a visiting professor of sports record analysis at Shinmun-seon Myeongji University Graduate School of Records and Information Science, and Huh Jung-moo, former chairman of Hana Citizen's board of directors in Daejeon. Originally, the presidential election was scheduled to take place on March 8. However, it was postponed as the court cited Huh Jung-moo's request for provisional injunction against the election ban, which was filed against the KFA on June 7, a day before the election. The commission rescheduled the election to January 23. However, as candidates Huh Jung-moo and Shinmun-seon protested again, all members of the commission resigned. The second election also went up in smoke.
Candidate Shin Moon-seon and Huh Jung-moo also argued that the KFA should not recognize Chung Mong-gyu's qualifications as the Ministry of Culture, Sports and Tourism has demanded that he impose severe disciplinary measures beyond the suspension of his qualifications. After the second meeting, the election management committee explained, "New Moon-seon and Huh Jung-moo claimed that the election management committee did not deliberate on Chung Mong-gyu's right to run for election, but this is not true. We officially discussed it at two election management committee meetings," adding, "As a result of the meeting, we judged that there was room for dispute over whether the election management committee had the authority to make a judgment on this." Considering the fact that they cited an application for a provisional injunction to suspend the invalidity of the candidate's registration, they decided to maintain the qualifications of candidates who had already completed registration."
There was also a review and confirmation of the qualifications for candidate Huh Jung-moo. According to Article 23 (2) of the articles of association of the KFA, a candidate must be under 70 years of age on the day of the election. Candidate Huh Jung-moo, born on January 13, 1955, was over 70 years of age on election day. The Election Management Committee said, "The nature of the presidential election was not defined as a re-election, but as to resume and proceed with the postponed election, and it has been confirmed that the qualifications of the previously registered candidates remain the same." 메이저사이트
The 55th KFA presidential election has 194 electors. The candidates Shin Moon-seon and Heo Jung-moo have asked the government to consider increasing the number to 300. However, they say it is impossible to expand the electoral college ranks under the regulations. "There is no reason for anyone to oppose the principles proposed by Shin Moon-seon and Heo Jung-moo that guarantee fairness in elections and participation in local football games," the election management committee said. "The committee can only conduct elections within the scope of the KFA presidential election management regulations. It does not have the authority to decide on structural reforms such as expanding the number of electors for the chairman and changing the distribution method by job function."
Currently, the number of electors can be composed of 100 or more and 300 or less according to the articles of association of the KFA. However, the distribution by function and the number of electors accordingly are determined in accordance with Article 8 of the Presidential Election Management Regulations (Composition of Electors). In the case of amendment of the regulations, it must be approved by the Korean Sports and Olympic Committee after passing through the resolution of the KFA board. The Election Management Committee said, "Changing the selection method at the request of a specific candidate may undermine the legitimacy of the election process. The committee deeply agrees that discussions need to continue in a direction that can reflect various opinions of soccer players in the future KFA presidential election. However, this election should be operated fairly in accordance with the procedures set by the current regulations."
